The Windows Defender Security Center has now been renamed Windows Security. You can still open the application in the old ways, such as summoning Cortana, or clicking the taskbar icon.

It should be noted that the new Windows Security currently only appears on the Windows 10 Redstone 5 preview build (build 17661).
