Samsung said on Friday that its operating profit in the second quarter could only grow by 5%. Samsung's growth may be stagnant due to its weak memory business.
The ribbon cutting ceremony marks the completion of the plant. Samsung's production of smart phones and other mobile phones in India will double to about 10 million per month.
Samsung invited Wen Yin and India Prime Minister Modi (Narendra Modi) to attend the ribbon cutting ceremony.
This is the first time that Wen has entered Samsung's territory since he became president in May 2017.

Samsung is one of the largest foreign businessmen in India. When meeting with Modi in 2016, Li Zairong was granted approval by Moody's to start the construction of the mobile phone factory.
