Father of Chinese chip elected as US academician

At noon local time on February 6, the National Institute of Engineering (NAE) announced the list of newly elected academicians and foreign academicians in 2020, and President John L. Anderson announced that NAE had elected 87 new members and 18 international members. So far, the total number of NAE members in the United States is 2,309, and the total number of international members is 281, of which 20 are Chinese.

The Chinese elected to the National Academy of engineering include Li Feifei, Liu Zhenqin, fan Qinqiang, Yu Jiuping, Zeng Liang and Zhang Jie; Deng Zhonghan was elected as a foreign academician. It should be noted that Professor Li Feifei is American, while Dr. Deng Zhonghan is Chinese, so he is a "foreign academician".

According to the public information, the National Academy of engineering was founded in December 1964. It is the highest level academic institution in the field of Engineering Science and technology in the United States, one of the four national academies in the United States and one of the most influential academies in the world.

The academician of the National Academy of engineering is one of the highest professional honors for engineers.

After several years of hard study, he obtained a master's degree in physics and economics and a doctor's degree in electronic engineering. In the past 130 years since the University of California, Berkeley was founded, Deng Zhonghan has become the first one to cross the three disciplines of science, engineering and business Graduate.

Deng Zhonghan entered IBM after graduation, during which he applied for a number of patents and won the "IBM invention and Creation Award". A year later, Deng Zhonghan left IBM to start a business in Silicon Valley and set up Pixim, Inc., an integrated circuit company with a market value of up to 150 million US dollars.

In the same year, Deng Zhonghan established Zhongxing Microelectronics Co., Ltd. in Zhongguancun. The main shareholder is the Ministry of information industry. The main business of Zhongxing micro is multimedia chips, which are mainly used in cameras of PC, security and mobile devices.

In 2001, Zhongxing micro research released "xingguang-1" chip, which is China's first CMOS digital image processing chip with independent intellectual property rights;

In 2003, the global market share of Zhongxing microchip reached 60%. In 2005, Zhongxing microchip landed on NASDAQ and became the first Chinese chip design enterprise with independent intellectual property rights listed on NASDAQ.

Of course, the success of Zhongxing micro can not be separated from the support of the government departments. Deng Zhonghan never denied this. For example, Zhongxing micro obtained the first venture capital investment of 10 million yuan in the history of the Ministry of finance, and after its listing, it added 22 times to exit.

Unlike many entrepreneurs, mr. deng's scholarly presence is still stronger, and mr. zhong is now taking on more tog-oriented business such as security and standard-setting, and mr. zhong has privatized from nasdaq in 2015.

Deng Zhonghan said in an interview that he and the company are still focusing on R & D: "the government hopes that we will adhere to independent innovation and make the star China core project bigger and stronger, not expect us to make much money in the short term."

Due to the tense international situation, China's chip industry is getting more and more attention. Deng Zhonghan, returning from Silicon Valley, said that the early investment in chips is large and the cycle is long. He suggested that the "Silicon Valley model" should be used. The national big fund and industrialization fund should invest in the AI chip enterprises in the new and subdivided fields, and help the enterprises in the gem , science and technology innovation board and other capital markets have been listed to cultivate and support the independent AI chip industry.

This is particularly urgent and necessary under the current tense international economic and trade relations and the situation that some areas of China are facing the threat of "neck sticking".

How do China and the United States choose academicians?

The American academician system is very different from that of China. As mentioned above, the American Academy of Engineering, the Academy of Sciences and so on were the earliest organizations initiated by scientists, and the Chinese Academy of Sciences is an institution directly under the State Council at the ministerial level.

He Yuqi, a lifelong professor of Harvard University and academician of the National Academy of engineering, was interviewed by science network on the selection of academicians from China and the United States. He said that for candidates selected by us academicians, candidates can only be nominated by academicians, and the selection process is completely confidential. In theory, candidates should not know that they are nominated;

In the process of selecting academicians in China, the candidate list and each round of selection process will be publicized in the media and other public platforms, with the participation of institutions and the public.

Similarly, the elected academician is the highest academic title that a scientist or engineer can receive and is a lifetime honor.

He Yuqi introduced that in China, academicians are treated at the official vice ministerial level and are public figures. Academicians do not retire. However, although academician status is a clear personal honor in the United States, institutions generally do not publicly claim how many academicians they own, and individuals usually do not list academician titles on their business cards or letterheads.

It should be noted, however, that there is a slight difference between the National Academy of engineering and foreign academicians. American academicians are "members" with voting rights, while foreign academicians are "foreign associates" with no voting rights. The selection and voting of American academicians are done internally, so voting can be regarded as the "daily work" of American academicians.

In addition, if foreign academicians join American nationality, they can retain the status of "foreign academicians", but they need to re participate in the selection process in order to become academicians of American nationality.

This is slightly different from China.

Although China's relevant policies stipulate that it makes important contributions to China's scientific and technological undertakings, foreign scholars and experts with high academic status in the world may be recommended and elected as foreign academicians of the Chinese Academy of Sciences (hereinafter referred to as foreign academicians). Foreign academicians in China, like the United States, do not enjoy the right to recommend candidates for academicians and foreign academicians; they do not enjoy the right to vote and stand for election.

However, after acquiring Chinese nationality, foreign academicians can be directly transferred to academicians or senior academicians and enjoy the same obligations, rights and relevant treatment.

So far, the National Academy of Engineering has 20 Chinese academicians.

In 2018, Yang Wei, director of the National Natural Science Foundation of China, Lu Ke, researcher of the Institute of Metals of the Chinese Academy of Sciences, Hao Jiming, professor of Tsinghua University, and Lee, Lou-Chuang, a Taiwanese earth scientist, were elected foreign academicians.

In 2019, Qu Jiuhui, academician of Chinese Academy of engineering and researcher of ecological environment research center of Chinese Academy of Sciences, was elected as a foreign academician of American Academy of engineering.

As one of the leaders in China's chip industry, the foreign academician of National Academy of engineering is only one of Dr. Deng Zhonghan's titles. China's semiconductor and chip industry still lags behind the world's first-class, and more talents like Dr. Deng Zhonghan are needed.
