170 cities and regions have issued more than 19 billion yuan in total, which is the latest report card issued by consumer coupons all over the country. What is the leverage effect of consumer bonds under the 10 billion level government stimulus? Where should this policy go in the future?
Close to the NPC and CPPCC National Committee, a number of CPPCC members attended the cloud forum hosted by the CPPCC in May 13th to focus on the consumption voucher. Hu Xiaoming, CEO of ant group, also participated in the forum as the most important platform for issuing consumer coupons in China.

Unlike cash subsidies and ordinary consumer coupons, digital consumer vouchers can achieve targeted payment through Alipay, which not only significantly reduces the cost of issuance and verification, but also ensures that all of them flow into the real economy and accurately stimulate consumption.
Alipay figures show that digital consumer coupons have effectively led to a warmer economy in small shops. On May 1, only more than 30 city issued vouchers on Alipay in April 30th. Under the double stimulation of consumer coupons and May Day holiday, the revenue of 8 million stores this year has exceeded that of the same period last year.
Xiao Gang, a member of the CPPCC National Committee and the former chairman of the CSRC, was very supportive of the help of consumer bonds to the small store economy. He further suggested that the focus of consumer bonds should be on helping small stores in the future, which plays a very important role in stabilizing employment and people's livelihood. It is suggested to issue special consumption coupons and targeted consumption coupons for small stores, provide precise support, and the amount should not be too large.
To this end, Hu Xiaoming called on the spot to change the consumption voucher from a short-term emergency means to a long-term policy lever, with the government leading, platform operation and multi-party participation, so that the consumption voucher will become the core measure for the next step of resumption of production and consumption.
Many members agreed with Hu's appeal. Zheng Bingwen, member of the CPPCC National Committee and director of the world social security research center of China Academy of Social Sciences, suggested that Alipay and other Internet platforms should fully open consumer voucher products and technology. After the normalization of the epidemic, industries and businesses can take advantage of the innovative forms of consumer coupons to attract customers and stimulate business.
Zhou Yanli, a member of the CPPCC National Committee and former vice chairman of the CIRC, also specially reminded that consumers should pay attention to the distribution objects, reflect fairness and justice, and the distribution types should also reflect diversity. Bai chongen, member of the CPPCC National Committee and Dean of the school of economics and management of Tsinghua University, called on the government and Internet platform to conduct extensive research to help design and formulate policies for consumer coupons.
Hu Xiaoming finally revealed that Alipay will use consumer vouchers as a long-term job to promote China's consumption recovery and economic growth. Meanwhile, Alipay is also taking part in the practice of sharing China's digital economy, including consumer vouchers, to other parts of Asia.
